Microsoft is finalizing Windows 10 Fall Creators update to public release which is due 7 days from now, i.e. 17th Oct 2017. Build 16299 was the last Redstone 3 build released to Insiders from the same branch, with the subsequent release of Build 16299.15 to the Fast ring and subsequently to slow ring as well. With the release of .15 cumulative update, it was made sure that 16299 build would be the public stable build that would be released to the public as Fall Creators update.
Now one step forward, Microsoft has shipped 16299.15 to the release preview ring. A Twitter post by the Windows Insider program confirms the same:

As part of final preparations for the general availability of the Windows 10 Fall Creators Update on Oct. 17th, we have begun releasing Build 16299.15 to Windows Insiders in the Release Preview ring. If you are in the Release Preview ring and don’t see this build offered yet – be patient as it will be rolling out over the course of the next few days to everyone in the Release Preview ring.
