Microsoft is finalizing Windows 10 version 1803 update to public release which is due 6 days from now, i.e. 10th April 2018.. Build 17133 was the last Redstone 4 build released to Insiders from the Fast ring and subsequently to slow ring as well. Now as this build is finalized to be the Production build, it is ready to roll out to Release preview ring.

Microsoft has updated the original blog post of 17133 with the following announcement:
UPDATE 4/5: We have released Windows 10 Insider Preview Build 17133 (RS4) to Windows Insiders in the Release Preview ring. Not all Insiders in the Release Preview ring will be immediately targeted to receive this flight. We are targeting full availability to Release Preview Monday 4/9 however if you’d like to install immediately, a manual check for updates under Settings > Update & Security > Windows Update will present the build.
